progdownload is a module of CoreGUI. It's used by DownloadTool in more recent versions of CoreGUI, this allows files to be downloaded asynchronously, reporting the progress.
When called, progdownload logs verbose information via ICEngine, this information is logged directly to OngoingThing and not to console. If safeboot is enabled, it's logged to that as an update.
